নিজেস্ব প্রতিবেদক, ঢাকা, ১৮ জুন: ২০২০-২১ অর্থবছরের প্রস্তাবিত বাজেটকে পোল্ট্রিবান্ধব হিসেবে স্বাগত জানিয়েছে পোল্ট্রি শিল্পের কেন্দ্রিয় সংগঠন ‘বাংলাদেশ পোল্ট্রি ইন্ডাষ্ট্রিজ সেন্ট্রাল কাউন্সিল’ (বিপিআইসিসি)। এ বাজেট ‘কোভিড-১৯’ পরিস্থিতিতে ক্ষতিগ্রস্ত পোল্ট্রি শিল্পকে ঘুরে দাঁড়াতে সহায়ক হবে বলে মনে করছেন সংশ্লিষ্টরা।
পোল্ট্রি শিল্পবান্ধব বাজেট পেশ করায় মাননীয় প্রধানমন্ত্রীর প্রতি কৃতজ্ঞতা জানিয়ে বিপিআইসিসি’র সহ-সভাপতি শামসুল আরেফিন খালেদ বলেন- করোনা সংকটে মার্চ থেকে মে মাস পর্যন্ত প্রায় ৭ হাজার কোটি টাকার ক্ষয়ক্ষতি হয়েছে। একদিন বয়সী বাচ্চার সাপ্তাহিক উৎপাদন ১ কোটি ৭০ লাখ থেকে ১ কোটি ১০ লাখ এবং লেয়ার বাচ্চার উৎপাদন ১৪ লাখ থেকে ৯ লাখে নেমে এসেছে। ডিমের দৈনিক উৎপাদন ৪.৫ কোটি থেকে ৩ কোটিতে নেমে এসেছে। ব্রয়লার মুরগির মাংসের দৈনিক উৎপাদন ৩০২৭ মেট্রিক টন থেকে ১৬০০ মেট্রিক টনে এবং পোল্ট্রি ও প্রাণিখাদ্যের মাসিক উৎপাদন ৪.৫ লাখ মেট্রিক টন থেকে ২.৯ লাখ মেট্রিক টনে নেমে এসেছে। সার্বিক বিচারে এখাতে বিনিয়োগকৃত প্রায় ২৫-৩০ শতাংশ ওয়ার্কিং ক্যাপিটাল নিঃশেষ হয়ে গেছে। ১৫ থেকে ২০ লাখ মানুষ বেকার হয়ে পড়ার ঝুঁকিও তৈরি হয়েছে। জনাব খালেদ বলেন- এমন সংকটকালীন সময়ে পোল্ট্রি ও প্রাণিসম্পদবান্ধব বাজেট তৃণমূল খামারিদের মাঝে নতুন করে আশা জাগিয়েছে। সরকারের এ আন্তরিক সহযোগিতা পোল্ট্রি শিল্পকে ঘুরে দাঁড়ানোর শক্তি যোগাবে।
ফিড ইন্ডাষ্ট্রিজ অ্যাসোসিয়েশন অব বাংলাদেশ (এফআইএবি) -এর সভাপতি এহতেশাম বি. শাহজাহান বলেন, সার্বিক বিচারে প্রস্তাবিত বাজেটে আমরা খুশি। মাননীয় প্রধানমন্ত্রীর প্রতি কৃতজ্ঞতা স্বরূপ ইতোমধ্যেই বেশ কিছু ফিড কোম্পানী পোল্ট্রি ও ফিস ফিডের দাম কমিয়ে দিয়েছেন। আশাকরছি অন্যরাও ক্রমান্বয়ে এ সিদ্ধান্ত অনুসরণ করবেন।
ব্রিডার্স অ্যাসোসিয়েশন অব বাংলাদেশ (বিএবি) সভাপতি মো. রকিবুর রহমান টুটুল বলেন- “করোনার ক্ষয়ক্ষতি কাটিয়ে উঠতে এবং ২০২৫ সাল নাগাদ পোল্ট্রি রপ্তানী শুরু করার প্রয়োজনীয় শক্তি সঞ্চয়ের লক্ষ্যে আমরা ২০৩০ সাল পর্যন্ত কর অব্যাহতি সুবিধাসহ সব ধরনের প্রত্যক্ষ ও পরোক্ষ কর থেকে অব্যাহতি চেয়েছিলাম। প্রস্তাবিত বাজেট সে প্রত্যাশা শতভাগ পূরণ না করলেও আশা জাগিয়েছে।”
এফআইএবি সাধারন সম্পাদক মো. আহসানুজ্জামান বলেন- এ মুহুর্তে মূল চ্যালেঞ্জটি হচ্ছে তৃণমূল খামারিদের উৎপাদনে ফিরিয়ে আনা। মূলধন সংকটের কারণে খামারিরা উৎপাদন শুরু করতে পারছেন না। তাই মাননীয় প্রধানমন্ত্রী ঘোষিত প্রণোদনার দিকে আমরা তাকিয়ে আছি। তৃণমূল খামারিরা যেন প্রণোদনার সুবিধা থেকে কোনভাবেই বঞ্চিত না হন সেজন্য ভর্তুকী মূল্যে ফিড ও বাচ্চা দেয়ার প্রস্তাব করছি। ফিড মিল ও ব্রিডারদের মাধ্যমে এ সুবিধা খুব সহজেই পৌঁছে দেয়া সম্ভব।
এগ প্রডিউসারস অ্যাসোসিয়েশন অব বাংলাদেশ (ইপিএবি) সভাপতি তাহের আহমেদ সিদ্দিকী বলেন- বাজেটের সুফল যেন প্রান্তিক খামারিদের কাছে দ্রুততম সময়ের মধ্যে পৌঁছে দেয়া যায় সেটাই এ সময়ের সবচেয়ে বড় চ্যালেঞ্জ।
ওয়ার্ল্ড’স পোল্ট্রি সায়েন্স অ্যাসোসিয়েশন- বাংলাদেশ শাখা (ওয়াপসা-বিবি) -এর সভাপতি ফজলে রহিম খান শাহরিয়ার বলেন- প্রণোদনার আওতায় খামারিদের দক্ষতা-উন্নয়নমূলক কার্যক্রমকেও অন্তভর্‚ক্ত করতে হবে। জীব-নিরাপত্তা, বর্জ্য ব্যবস্থাপনা ইত্যাদি বিষয়ে প্রশিক্ষণ বাড়াতে হবে। কাঁচা বাজারে জীবন্ত মুরগি বিক্রি বন্ধ করতে হবে। খামারিদের মাঝে বিনামূল্যে জীবানুনাশক ও পানি বিশুদ্ধকরণ ঔষধ বিতরণসহ রোগ প্রতিষেধক টিকা সহজলভ্য করতে হবে।
বাংলাদেশ এগ্রো ফিড ইনগ্রেডিয়েন্টস ইম্পোর্টার্স এন্ড ট্রেডার্স অ্যাসোসিয়েশন (বাফিটা) সভাপতি সুধীর চৌধুরী বলেন- প্রস্তাবিত বাজেট পেশ হওয়ার পর থেকে স্থল ও সমুদ্র বন্দরে আমদানিকৃত কাঁচামাল ছাড়করণে জটিলতা হচ্ছে। কর ও শুল্ক সুবিধা থাকা সত্তে¡ও কিছু কিছু পণ্যে কর-শুল্ক দাবি করা হচ্ছে। সৃষ্ট জটিলতায় সীমান্তে পণ্যবাহী ট্রাক আটকা পড়ছে ফলে জরিমানা গুনতে হচ্ছে। তিনি বলেন, কিছু কিছু ক্ষেত্রে আমদানিকৃত পণ্যের সর্বোচ্চ মূল্য এমনকি কয়েকগুণ বেশি মূল্য ধরে অ্যাসেসমেন্ট করা হচ্ছে, শুল্ক দাবি করা হচ্ছে। সাফটা চুক্তির আওতাভুক্ত সুবিধায় পণ্য আমদানিতেও জটিলতার সৃষ্টি হচ্ছে। উদ্ভুত এ সকল জটিলতা নিরসনে জাতীয় রাজস্ব বোর্ডসহ কাস্টমস কর্তৃপক্ষের সহযোগিতা চান তিনি। এর পাশাপাশি Vegetable Fat Feed Preparation (Feed Grade), Rice Bran, Wheat Bran, DORB, Sunflower Meal/Extraction, Cotton Seed Meal/Extraction, Palm Kernel Extraction, Canola Meal/Extraction, Rape seed Extraction, Molasses প্রভৃতি কাঁচামালগুলো এস.আর.ও ১২৮ -এ অন্তভর্‚ক্ত করার দাবি জানান জনাব সুধীর। এনিমেল হেলথ কোম্পানীজ অ্যাসোসিয়েশন অব বাংলাদেশ (আহকাব) সভাপতি ডা. নজরুল ইসলাম বলেন, প্রস্তাবিত বাজেট মাননীয় প্রধানমন্ত্রীর প্রাজ্ঞতা ও বলিষ্ঠ নেতৃত্বেরই পরিচয় বহন করে। তিনি বলেন, করোনা মহামারিতে এখন সবচেয়ে বড় চ্যালেঞ্জ হচ্ছে জীবানুর বিরুদ্ধে শরীরের রোগপ্রতিরোধ ব্যবস্থাকে শক্তিশালী করা। সেজন্য দরকার ডিম, দুধ, মাছ, মাংসের মত পুষ্টিকর খাদ্যের উৎপাদন ও সরবরাহ নিশ্চিত করা। প্রস্তাবিত বাজেট সে বিবেচনায় পোল্ট্রি, মৎস্য ও ডেইরি শিল্পের জন্যই শুধু নয় বরং ভোক্তা সাধারনের জন্যও আশির্বাদ স্বরূপ।
