পেঁয়াজ সংরক্ষণের দেশিয় মডেল ঘর উদ্বোধন করে কৃষিমন্ত্রী ও আওয়ামী লীগের প্রেসিডিয়াম সদস্য ড. মো: আব্দুর রাজ্জাক বলেছেন, সফলভাবে পেঁয়াজ সংরক্ষণ করতে পারলে দেশে পেঁয়াজ নিয়ে অস্থিরতা ও সংকট দূর হবে এবং পেঁয়াজ নিয়ে রাজনীতি বন্ধ হবে। তিনি বলেন, দেশে চাহিদার চেয়েও বেশি পেঁয়াজ উৎপাদন হয়, কিন্তু এক-তৃতীয়াংশ পেঁয়াজ নষ্ট হয়ে যাওয়ার কারণে পেঁয়াজের ঘাটতি হয়, দাম অস্বাভাবিক হয়, নানান রকম রাজনীতি শুরু হয়। পাশের দেশ ভারত থেকেই আমদানি বেশি করতে হয়, ভারত অনেক সময় রপ্তানিতে নিষেধাজ্ঞা দিয়ে থাকে, এতে চরম সংকট দেখা দেয়। সেজন্য পেঁয়াজ সংরক্ষণে আমরা গুরুত্ব দিচ্ছি।

আজ মঙ্গলবার সকালে পাবনার সাথিয়া উপজেলার পূর্ব বনগ্রামে কৃষি বিপণন অধিদপ্তর নির্মিত পেঁয়াজ ও রসুন সংরক্ষণের দেশিয় মডেল ঘর উদ্বোধন অনুষ্ঠানে মন্ত্রী এসব কথা বলেন। মন্ত্রী বলেন, পেঁয়াজ খুবই পচনশীল ফসল। এটি রাখা কঠিন। পেঁয়াজ রাখা যায় না, শুকিয়ে যায়, পচে যায়। এর ফলে কৃষকেরা মৌসুমে কম দামে দ্রুত পেঁয়াজ বিক্রি করে দেয়।

মৌসুম শেষ হলে পেঁয়াজের বাজার আমদানিকারক, ব্যবসায়ী ও সিন্ডিকেটের হাতে চলে যায়। সেজন্য, আমরা পেঁয়াজ সংরক্ষণের এই পরীক্ষামূলক ঘর চালু করেছি। যেখানে ৪-৫ মাস পেঁয়াজ সংরক্ষণ করা যাবে। এটিতে সফল হলে দেশে পেঁয়াজের সংকট হবে না। আমদানিও করতে হবে না, বরং রপ্তানি করা যাবে। পেঁয়াজ আমদানির প্রসঙ্গে মন্ত্রী বলেন, চাষি, উৎপাদক, ভোক্তাসহ সকলের স্বার্থ বিবেচনা করেই সিদ্ধান্ত নেয়া হবে। কয়েক দিনের মধ্যেই সিদ্ধান্ত নেয়া হবে।

পেঁয়াজ সংরক্ষণের মডেল ঘরে ব্যবহৃত বিদ্যুৎকে ভর্তুকি বা কৃষিখাতে বিবেচনা করার জন্য বিদ্যুৎ মন্ত্রণালয়কে চিঠি দেওয়া হয়েছে বলে জানান মন্ত্রী। বিশেষ অতিথির বক্তব্যে ডেপুটি স্পিকার শামসুল হক টুকু বলেছেন, প্রধানমন্ত্রী শেখ হাসিনার নির্দেশনা হলো, কৃষক যেন তাঁদের ঘাম ও পরিশ্রমের সঠিক দাম পায়। অন্যদিকে কম আয়ের মানুষের জন্য এই অত্যন্ত প্রয়োজনীয় মশলা জাতীয় ফসল পিয়াজের দাম সহনীয় পর্যায়ে থাকে। উৎপাদনকারী ও ভোক্তা দুই শ্রেণির জন্য এর সঠিক মূল্য নির্ধারন করতে হবে। আর পিয়াজকে পচনের হাত থেকে রক্ষা করতে কৃষকের নিজের এবং মন্ত্রণালয়ের উদ্ভাবিত পরামর্শ গ্রহণ করে পেয়াজ সংরক্ষণ করতে হবে।

এসময় কৃষিসচিব ওয়াহিদা আক্তার, কৃষি বিপণন অধিদপ্তরের মহাপরিচালক মো. মাসুদ করিম, কৃষি সম্প্রসারণ অধিদপ্তরের মহাপরিচালক বাদল চন্দ্র বিশ্বাস, ধান গবেষণা ইনস্টিটিউটের মহাপরিচালক শাহজাহান কবীর, পরমাণু কৃষি গবেষণা ইনস্টিটিউটের মহাপরিচালক মির্জা মোফাজ্জল ইসলাম প্রমুখ উপস্থিত ছিলেন।

পেঁয়াজ রসুন সংরক্ষণাগার (মডেল ঘর):- প্রতিটি ঘরে বাতাস চলাচলের জন্য ৬টি বায়ু নিষ্কাশন পাখা (Exhaustion Fan) সংযুক্ত রয়েছে। মূলত ভ্যান্টিলেশনের পর্যাপ্ত ব্যবস্থা থাকার কারণেই সংরক্ষিত পেয়াজ-রসুন পঁচবে না। তাপমাত্রা ও আর্দ্রতা পরিমাপের জন্য প্রতিটি ঘরে হাইগ্রোমিটার রয়েছে। প্রতিটি ঘরের আয়তন প্রায় ৩৭৫ বর্গফুট। প্রতিটি ঘরে ২৫০-৩০০ মণ (১০-১২ মেট্রিক টন) পেঁয়াজ সংরক্ষণ করা যাবে। ৩টি স্তরের এই সংরক্ষণ ঘরের স্থায়িত্ব কমপক্ষে ১৫-২০ বছর। “কৃষক পর্যায়ে পেঁয়াজ ও রসুন সংরক্ষণ পদ্ধতি আধুনিকায়ন এবং বিপণন কার্যক্রম উন্নয়ন শীর্ষক প্রকল্পের অধীনে এসব ঘর নির্মাণ করা হচ্ছে। প্রকল্পের মেয়াদ জুলাই ২১ হতে জুন ২০২৬, মোট বাজেট ২৫ কোটি টাকা।ঢাকা, ফরিদপুর, রাজবাড়ী,মাগুরা,ঝিনাইদহ,কুষ্টিয়া,রাজশাহী,পাবনা ০৭ টি জেলার ১২টি উপজেলায় ৩০০টি ঘর নির্মাণ করা হবে।

এবছর ২০২২-২৩ সালে মোট ৮০টি ঘর নির্মাণ করা হয়েছে। প্রতিটি ঘরে ২৫০-৩০০ মণ পেঁয়াজ ও রসুন সংরক্ষণ করা যাবে। -পেঁয়াজের উৎপাদন ও বিপণনের বর্তমান চিত্র:২০২১-২২ অর্থবছরে ৩৫ লক্ষ মে.টন পেঁয়াজ উৎপাদিত হয়েছে। এবছর ৩৪ লাখ টন পেঁয়াজ উৎপাদন হয়েছে।পেঁয়াজের সংগ্রহ থেকে শুরু করে ভোক্তা পর্যন্ত পৌছাতে বিভিন্ন ধাপে অপচয় ২৫-৩০% বাদে গত বছর নীট উৎপাদন হয়েছে ২৪.৫৩ লক্ষ মে.টন। বাংলাদেশে পেঁয়াজের চাহিদা বছরে প্রায় ২৮-৩০ লক্ষ মে.টন।২০২১-২২ অর্থ বছরে পেঁয়াজ আমদানি হয় ৬.৬৫ লক্ষ মে.টন। – পেঁয়াজে স্বয়ংসম্পূরণতা অর্জনে কাজ করছে কৃষি মন্ত্রণালয়। বাস্তবায়ন করছে রোডম্যাপ। এতে ব্যাপক সাফল্য মিলেছে।

গত ২ বছরে দেশে পেঁয়াজের উৎপাদন বেড়েছে ১০ লাখ টন। দুবছরে আগে যেখানে উৎপাদন হতো ২৫ লাখ টনের মতো, এখন উৎপাদন হচ্ছে ৩৫ লাখ টনের মতো। বিপরীতে দেশে বছরে পেঁয়াজের চাহিদা ২৮-৩০ লাখ টন। এর ফলে দেশে পেঁয়াজ উদ্বৃত্ত থাকার কথা, আমদানির প্রয়োজন না থাকার কথা। কিন্তু পেঁয়াজ খুবই পচনশীল। উৎপাদিত পেঁয়াজের ৩০-৩৫% নষ্ট হয়ে যায়। সেজন্য আমদানি করতে হয়। তাছাড়া, পেঁয়াজ সংরক্ষণের কোন প্রযুক্তি বা কোল্ড স্টোরেজ দেশে নাই। -এ অবস্থায় পেঁয়াজ সংরক্ষণে পথ দেখাতে পারে/ আশার আলো কতে পারে দেশিয় মডেল ঘর। কৃষি মন্ত্রণালয়ের উদ্যোগে কৃষি বিপণন অধিদপ্তর দেশিয় প্রযুক্তিতে নির্মাণ করেছে পেঁয়াজ ও রসুন সংরক্ষণের ঘর। যেখানে সহজেই কৃষকেরা ৩-৪ মাস পেঁয়াজ সংরক্ষণ করতে পারবেন।
