উপকূলীয় চরাঞ্চলে সমন্বিত প্রাণিসম্পদ উন্নয়ন প্রকল্পের মাধ্যমে ৫৫ হাজার দরিদ্র পরিবার উপকৃত হয়েছে বলে জানিয়েছেন মৎস্য ও প্রাণিসম্পদ মন্ত্রী শ ম রেজাউল করিম। রবিবার (১৮ জুন) সকালে রাজধানীর একটি হোটেলে প্রাণিসম্পদ অধিদপ্তর কর্তৃক বাস্তবায়নাধীন উপকূলীয় চরাঞ্চলে সমন্বিত প্রাণিসম্পদ উন্নয়ন প্রকল্পের সমাপনী কর্মশালায় প্রধান অতিথির বক্তব্যে মন্ত্রী এ কথা জানান।
এ সময় মন্ত্রী আরও বলেন, উপকূলীয় অঞ্চলে বসবাসকারী দরিদ্র মানুষের পুষ্টি ও জীবনযাত্রার মানোন্নয়ন উপকূলীয় চরাঞ্চলে সমন্বিত প্রাণিসম্পদ উন্নয়ন প্রকল্পের অন্যতম লক্ষ্য ছিল। দরিদ্র পরিবারের পুষ্টি ও জীবনযাত্রার মানোন্নয়নে এ প্রকল্প ভালোভাবে সফলতা দেখিয়েছে। নারীদের আর্থিকভাবে স্বাবলম্বী করে নারী-পুরুষের বৈষম্য দূর করা এ প্রকল্পের আরেকটি লক্ষ্য ছিল। নারীদের উদ্যোক্তা হিসেবে সফল করে তুলতে পারলে নারী-পুরুষে যে বৈষম্য সমাজ ব্যবস্থায় রয়েছে তা থেকে উত্তরণ হয়। এক্ষেত্রে প্রকল্পটি সফল নারী উদ্যোক্তা তৈরি করেছে।
অপরদিকে মুরগি, হাঁস ও ভেড়ার ক্ষুদ্র খামার স্থাপনের মাধ্যমে এ প্রকল্প ডিম ও মাংসের উৎপাদন বৃদ্ধিতে ভূমিকা রেখেছে। এসব বিবেচনায় প্রকল্পটির বাস্তবায়ন সিংহভাগ সফল হয়েছে। প্রকল্প চলাকালীন প্রশিক্ষিত উদ্যোক্তা তৈরির সূচনা হয়েছে, যারা প্রকল্প শেষেও প্রাণিসম্পদ খাতে ভূমিকা রাখতে পারবে। তিনি আরও বলেন, বাংলাদেশ নামক ব-দ্বীপের উপকূলীয় এলাকার বড় একটি অংশ জুড়ে উপকূলীয় চরাঞ্চলে সমন্বিত প্রাণিসম্পদ উন্নয়ন প্রকল্পের কাজ হয়েছে। উপকূলীয় ৮ জেলা কক্সবাজার, নোয়াখালী, ফেনী, লক্ষ্মীপুর, ভোলা, বরগুনা, পটুয়াখালী ও পিরোজপুর জেলার ২০টি উপজেলার ১০৯ টি ইউনিয়নে এ প্রকল্পের কাজ হয়েছে।
যারা সচ্ছল, সক্ষম, যাদের জীবনমান উন্নত, যাদের পুষ্টির অভাব নেই তাদের নিয়ে নয় বরং যাদের জীবনমান নিম্ন, যারা দরিদ্র, যারা পুষ্টিহীনতায় ভুগছে সে মানুষগুলোকে সামনে নিয়ে আসা সরকারের লক্ষ্য। কারণ প্রধানমন্ত্রী শেখ হাসিনা বিশ্বাস করেন কাউকে পেছনে ফেলে রেখে উন্নয়ন সম্ভব নয়। এই আলোকে উপকূলীয় চরাঞ্চলে সমন্বিত প্রাণিসম্পদ উন্নয়ন প্রকল্পের মত ছোট ছোট প্রকল্প গ্রহণ করে সরকার দরিদ্র মানুষের উপকার করছে। এ প্রকল্পের মাধ্যমে সরকার নাগরিকের মৌলিক চাহিদা পূরণে রাষ্ট্রের সাংবিধানিক দায়িত্ব পালন করেছে। উন্নয়ন প্রকল্প বাস্তবায়নের সংশ্লিষ্ট কর্মকর্তাদের উদ্দেশে এ সময় মন্ত্রী বলেন, প্রকল্প বাস্তবায়নের সময় প্রকল্পের কাজকে প্রাধান্য দিতে হবে। যাদের জন্য প্রকল্প গ্রহণ করা হয়েছে তাদের উন্নয়নকে প্রাধান্য দিতে হবে, নিজের উন্নয়নকে নয়। প্রকল্প বাস্তবায়নে সম্মিলিতভাবে কাজ করতে হবে, কাউকে অহেতুক হয়রানি করার প্রবণতা থেকে বেরিয়ে আসতে হবে।
প্রকল্প বাস্তবায়ন প্রসঙ্গে মন্ত্রী আরও উল্লেখ করেন, প্রকল্প সমাপ্ত হবার পর প্রকল্পের যাবতীয় সরঞ্জামাদি সংশ্লিষ্ট দপ্তরকে বুঝিয়ে দিতে হবে, যাতে পরবর্তীতে এসব সরঞ্জাম অন্য প্রকল্পে কাজে লাগানো যায়। এতে রাষ্ট্রের সাশ্রয় হবে। রাষ্ট্রের প্রতি প্রকল্প সংশ্লিষ্টদের দায়িত্ববান হতে হবে। একাধিক প্রকল্পে একই ধরণের সামগ্রী কেনাকাটায় সমমূল্য নির্ধারণ যাতে হয়, সে বিষয়ে সতর্ক থাকতে হবে। প্রকল্পের কেনাকাটায় যথাযথ মূল্য নির্ধারণে সংশ্লিষ্টদের যত্ববান হতে হবে। প্রাণিসম্পদ অধিদপ্তরের মহাপরিচালক ডাঃ মো. এমদাদুল হক তালুকদারের সভাপতিত্বে কর্মশালায় বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের সচিব ড. নাহিদ রশীদ।
সম্মানীয় অতিথির বক্তব্য প্রদান করেন মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের অতিরিক্ত সচিব নৃপেন্দ্র চন্দ্র দেবনাথ এবং এ টি এম মোস্তফা কামাল। স্বাগত বক্তব্য প্রদান করেন মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের অতিরিক্ত সচিব মো. তোফাজ্জেল হোসেন।
প্রকল্পের কার্যক্রম উপস্থাপন করেন প্রকল্প পরিচালক ডা. এস এম জিয়াউল হক রাহাত। মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয় ও প্রাণিসম্পদ অধিদপ্তরের ঊর্ধ্বতন কর্মকর্তাগণ কর্মশালায় অংশগ্রহণ করেন। উল্লেখ্য, মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের আওতাধীন প্রাণিসম্পদ অধিদপ্তর জুলাই ২০১৮ থেকে জুন ২০২৩ মেয়াদে ১৫৪ কোটি ৪২ লাখ ৫৮ হাজার টাকা ব্যয়ে উপকূলীয় চরাঞ্চলে সমন্বিত প্রাণিসম্পদ উন্নয়ন প্রকল্প বাস্তবায়ন করেছে। স্বাক্ষরিত/- মোঃ ইফতেখার হোসেন জনসংযোগ কর্মকর্তা মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়
